New Declaration Requirements for EU Shipments to Great Britain

What Your Business Needs to Know

If your business ships from the European Union to the GB, it’s essential to be up to date with the new regulations that came into force on 31 January 2025. All shipments to this destination now require safety and security declarations, also known as ‘entry summary declarations’ or ‘ENS’.

This requirement, previously only applied to imports from Great Britain and exports from non-EU countries to GB, now also extends to shipments originating in the European Union. The aim is to strengthen border controls, preventing the trafficking of illicit goods such as drugs and weapons, and to ensure that interventions are carried out based on risk analysis.

Process Simplification

To facilitate compliance with the new regulations, the completion of declarations will be structured as follows:

  • 20 mandatory fields for all declarations;
  • 8 conditional fields, to be filled in only in specific situations;
  • 9 optional fields, which can be left blank as needed.

If your company already submits the ENS, you can continue to complete the declarations as before or choose to benefit from the reduced data set by providing only the mandatory and conditional fields.

How to Submit Your ENS Statements?

Security and safety statements can be submitted directly by your company or by an authorized third party. However, even if an intermediary is used, the responsibility for the accuracy and timeliness of the information remains with your company.

Consequences of Non-Compliance

The British government will actively monitor compliance with the new rules. If any non-compliance is detected, authorities will contact you to advise on how to resolve the issue. However, if corrective action is not taken, your business could face delays at the border, additional inspections or penalties.
